You could max out the RAM (2 GB) for about $40 and upgrade the HD to a Western Digital Scorpio Black WD2500BEKT 250GB 7200 RPM 16MB Cache 2.5" SATA 3.0Gb/s Internal Notebook Hard Drive (recommended as an upgrade by Dell) for $55 (see Newegg links below).
Having said all that, if you make upgrading the RAM a priority and won't be using it for high-intensity video like gaming, then I'd say yes, $150 seems fair. BUT . . . be sure you:
1. get ALL accessories, cables, Dell disks, COA's, etc.
2. get ALL passwords (for Users AND Administrator)

You should ask her to transfer ownership with Dell for the lap top and operating system and ask if she has a set of operating system recovery disc and get a receipt. That laptop sound older or was really cheap 3 years ago. My guess would be it's at least 5 years old.
